Can my brother reactivate it again since it was deactivated online? (Managed to get my account back) or if I never sign back in on it will games still be accessible?

I believe once it's deactivated, you can activate it on 2 consoles, but won't be able to deactivate for another 6 months. May be wrong.

Go to PSN internet site and deactivate all your consoles and then activate them again.Don't forget to change your password. If you use the deactivate option on site you have to wait for 6 months to use deactivate option on site again. You can still activate/deactiavate using your console.
