Ps3 is your best bet for modding gta5

I dont think PS4 modding in general will come out for a while. Your best bet is PS3

Ps3 for online modding
Ps4 for legit gaming
PC for SP modding
Thats how i do it.

You wont be able to actually mod the game with tools, eboots, etc.. Gamesave modding soon in some months of release. That's about it.

Like the others said there will most likely not be any working mods on ps4 for a long time. Ps3 or PC modding for GTA is your only option.
