You can only play online one at a time.
If your brother logs in while you are playing, you will get a notification you're logged in somewhere else.

We play on the same console. Can he play online he doesnt have ps plus?

If you got an account which has ps+ and is activated as primary.
If you dont have that, i dont think so.
