I don't need to get the account unbanned just restore the licenses so I can play the games i have on there on a different account. Thanks.

Can you log in into the account still?

No when I try to log in to the account that has the license on it it tells me i'm banned from psn.

Considering the method to restore licenses is: "Restore Licenses. Select (Settings) > [PlayStation Network/Account Management] > [Restore Licenses]", and you can't sign in, there's very high doubt of you being able to restore your licenses. Sorry.
