So if the account gets banned will the other accounts on the ps4 still be able to play online?

If you're account is banned on PS3, you will not be able to use it on PS4. Even if you had money on it, it gone.

You can attempt to dispute the ban by contacting Sony. If it was ran on a Modded Hardware, then they will not accept the dispute. Never run PS4 modded accounts on PS4.
