You either have to wait 180 days or they reverse the payment but what are the possible reasons as to why it could be held?

no matter what paypal will not give you your money back they will carry out their investigation probably contact penn then if he proves its him then they should release the money otherwise bye bye $5 no other way to get it i am sorry (Unless you bribe them which is illegal LOL)
