if u only want his password i think you need to install an remote controlled keylogger, i dont think you can get his pass with DDos

One risky stategy...

If he scammed you or something then make a new account/account you don't use and do the following.
1. Put about 100K of armor on them
2. On purposely get scammed by the guy and try and let him get your password for that account
3. Wait for him to hack your account, change the password, and put in a request to change the email address
4. When you are sure he isn't on recover your password and look at his request to change the email of the account
5. Pretend to be jagex and send him an email with a keylogger/virus, it doesn't really matter if he falls for it as long as you sent him a virus that will work as soon as he opens the email.

You can't 'Hack' an IP, And IP address is a digitally assigned protocol for your computer VIA the your ISP. The only way to get back at him is to invest in a booter, Spread your server get some bots (zombies) and then Ddos the **** with your bots and you will hit him offline. But this is not really a good method as most ISP have dynamic IP's so all the guy has to do is reset his router to get a different IP.

Side Note: You will need a fair amount of bots to hit someone offline.
