That depends what sort of game you're making, how professional you want it to be, and what consoles you want it to run on. If you're on the computer, you can use something like Lua, or use something more advanced such as C++. Examples of games, Minecraft was done in Java, and CoD was done in C++.

Your first step should be to totally plan out your game, while things are bound to change during the development process, you need to have it completely planned out.
However, before you do that, learn to program, and learn to do it well. It doesn't matter what language you start with (although I'd recommend Java or C#, as they seem to be fairly common/easy starting languages), as you can really build a game in any language.

C++ is the best language, because it has fasat scripting. I'm halfway through a book on it. I'd really reccomend it to you. You can use Microsoft's Visual Studio 2010 express edition to code it, because it is an IDE, which puts the program you made into an executable file for you rather than you having to use multiple programs to open and test your creation.

I havent gotten to make any games yet because my computer was having problems. I've just read the book which is called "Beginning C++ Through Game Programming Third Edition" It's a book I got for free from my teacher, and it's distributed by Cengage Learning. I'd reccomend it for you, because it is written for someone with absolutely no prior experience with programming. I already know a lot, so the book was really easy for me.

does the book go into full detail on what to do etc?

I'm just gonna throw this out there. Don't expect to make any games worth while on your own without learning other things as well... If you want to make even a shitty game then you need to learn photoshop and something like logic pro or acid (for audio). And learning a programming language is not something simple. There is a reason it takes 2 years to make call of duty even with a full team programmers and artists. There is also a reason minecraft has taken years and is still only in beta. It takes time. Don't rush it or you'll get in bad habits.
