You might have got capped.

what does that mean

Means you download to much, OR To fast and then your ISP caps you.

Dont download anything for about 2 months and it should go away.

If your ISP is high ranking they would have sent you an email.

What does that mean exactly?

oh well i usually dont download too much unless its my stepdad on his computer

you probably got capped, Before i got super fast internet, i had wildblue satellite internet and if you downloaded more than they allowed, they would slow me for a month.
and I couldnt play games on my ps3 and it would take 20 minutes to load a page

ya well iive been looking in to it and its mostly youtube videos taht are loading slow and ive been finding a lot of people have this problem and they are saying it is youtube
