U have to verify your account using a bank account or in some ppl's case a fake one. or an E*Trade account. Head to the buying/selling services section and I sure someone's still doing it for 2-3 bucks.

It's possible :/ You can always go buy an ebay gift card, and I beleive the money just turns into paypal, but maybe not? I'm sure u could use that as a medium to get ppl to buy u premium membership if you really think you needed it. IMO it's probably nothing special, but that's just me >.>. I tried to use a credit card and he wouldn't accept it so I was just like ok then whatev.
