No. It could run Photoshop, but not without lag. You want at least 6GB of RAM for Photoshop. It could play Minecraft, but have plenty of lag.

No. You need at minimum 4gb ram to do anything succesful. And try getting a CPU with at least 2.5 gHz or a quad core
