Different games come with different coding and optimizations, and typically if a graphics card can handle a sub-optimally programmed game on even medium/high settings, then that graphics card should be good enough for you.
As for a graphics card that can run Crysis 2 on it's absolute highest settings for under $100? I'm not sure if that's possible, but if you're at $100, go with a GTS 450 or Radeon HD 6770 (5770 rebadged).
