it could be a port related problem

Go on his pc and switch settings. (DNS Servers, etc) or you can use a program called DNS benchmark, it find the best dns servers for you, remember to run this program when no one else is using the internet, for the best of results (So don't download anything when using the program, or use it when ur brother goes out)
