No, not if your totally disconnected from the internet.

But why would you want it?

How would you expect anyone to get on that that pc remotely if it's isn't connected to anything. If you are that paranoid just don't turn it on.

first, do ou mean desktop capture or file manager?

anyway you need an internet connection for both
-file manager: to transfer file you need obviusly internet -.-
-desktop capture: same because the screen capture is based with a server that recives the pictures of "victim" desktop and sends them to another pc
