Yes I am positive you will not find a reliable, free, and offshore hoster. Also if you found one then why post the thread? :p

No idea what you just said but as I stated the likelihood of finding a reliable, free, offshore hoster is slim to none. Search for some web hosting forums and see if anyone has made a thread there.
