(even like change the whole theme to a mac theme ?

Title is misleading
To answer your question yes you can do that but you need to change the core files.
You can move the task bar on windows to the top without the need to install or change anything.
There are a series of program packages which remodels the theme need to google it be careful what you download also make a backup.
