This is sorta warezy, like what squid said but I'll take it a step further since Sony Vegas includes this as a free plug in I will gamble you are pirating this and you have a bad copy that is missing plug ins, if you paid for it you wouldn't be missing it as it ships with the program.
If you are genuine then You must login or register to view this content. this should solve your problem though there is no easy way of getting that into your installation folder because you are probably installing a crack in which case this program is useless.
and if you are pirating not then there is a rumor I heard that portable versions of sony vegas work better but we cannot help any further because this is a weird grey area where a free program is required to make warez work and that happens the moment you repack your installation.
