Yes and no. It can also mean it just can't find the OS and that has to deal with the bootloader / manager.
This was something I actually just had to deal with on my PC. I have several drives and one of them contrains the windows bootloader. In the BIOS / UEFI that has to be the first bootable device (or at least in my case).
But since this is a laptop that scenario more than likely isn't the case.
So your options are pretty much:
Boot into the BIOS / UEFI and check to make sure that it can see the hard drive. If it isn't showing up there it could be dead. If you don't see it you could always open up the laptop, unplug the drive and plug it back in and try again.
Get a windows install disk / some form of media and try running the recovery on that. If it can't find a windows install then refer to Hawk's post because either the install was severaly damaged or the drive is dead.

Windows 10 is supposed to be rolling out a new "version" in terms of activating where it will take your windows 7 / 8 key. It was currently in the tech preview or whatever it was called but that was about a month ago.
