1. make sure your logged on as "Administrator"

2. start - run - type gpedit.msc

3. expand the "local computer policy" branch

4. expand the "administrative templates" branch

5. expand the "network" branch

6. Highlight the "QoS Packet Scheduler" in left window

7. on right window double click the "limit reservable bandwidth" setting

8. on setting tab check the "enabled"

9. where it says "Bandwidth limit %" change it to read 0

10. go to your Network connections (start->connect to->show all connections).
right click on your connection then under the General or the Networking tab
(where it lists your protocols) make sure QoS packet scheduler is enabled

11. re-boot

i changed the settings , everything done as instucted , i was getting 4mbps on speedtest.net will now reboot and edit after

Edit : i have done the test again and am gett 0.06 of a difference !

Basically GPEDIT is your local Group Policy Editor. You can use it lock down several things on your machine for certain users etc, but really it's not widely used at a local level.

The instructions will allow you to do everything it says, but it will not make a difference I can assure you of that. The only time you would need to do this would be if someone had restricted it.

The maximum bandwidth your machine can take is down to what networking device you're connecting with.
