.LIC files are usually license files.... and you usually aren't supposed to be able to decrypt them.

your asking us to decrypt it without giving the file type of what its from that would give us an idea of what encryption type was used on the file if you did look up info on that file then gives the cracker an idea of what method to try and decrypt it with thats why i was asking.
