Photoshop offers a web save version of what you design. Just go and save as web and save it as HTML.

If you are lost look up on YouTube about it.

I don't really understand the question, so I figure I'll help the best I can. Tumblr themes aren't created from images or certain designs, as I make my own Tumblr themes. They're made off "generally" basic HTML coding which can be learned from w3schools if you need somewhere to start getting into it.
