This is called Codepad. It was developed to be a good Code editor for all types of things. It is still in development and has about 2 and a half days worth of work on it. I think it's pretty good, and I am deciding to release it. Free of charge

Installation:

3. Place those two files in C:\Windows\System32 (if you're 32 bit) or C:\Windows\SysWOW64 (if you're 64 bit)
