By stating "Legal" you make it assume that these can be illegal.
I'm assume this is a simple conversion, Extended ASCII table, then you add a certain amount of value to that value of the char and then display the new value.
Nonetheless it does it's job.

No i say legal because my last crypter moved to trash ... mod says "no rat's or crypter here on NGU".

I think you have been mistaken.
A crypter is something that basically modifies a build so that it can hide the actual malicious content from things like antiviruses or programs that are trying to read a file. The mod might have thought it was for malicious means.
This is called Text Encryption, although a very simple method.
