You need a VPS/botnet for a DDoS attack, this is probably other version of loic (DoS) or just another virus.

not really but to get more booting power then I would use some host instead of a regular home connection which probably couldn't take down a website, maybe just lagg a Call of Duty game lol

Sending packets from command prompt isn't going to do jack to the worst home connection. You'd need shells, a botnet, or an API. All this is good for is resolving the host.

I doubt this would actually work, even if it is real, you would need to replace the AMP lists every day for it to stay at an acceptable power with all the users. Free DDoSers = Rubbish.
