If a normal feature . Download CPU-Z and look at frequency while you do something , even holding F5 on desktop to continously refresh will pull ur CPU at max frequency . If it doesn't go up to 3300mhz means something is wrong .

I've seen that some motherboards have a slow mode switch, which can be the cause of the CPU not fully running.. Look and see if your's is maybe on.
