Whenever i use 1080p(1920x1080) it works fine but shows a message sayng 'Not Optium Mode' but it fits the whole screen fine . can anyone help me out i can post pictures if needed

check if your graphics driver is set to driver based or monitor based scaling,

I'd post pictures just to be on the safe side. However, from what I could gather the native resolution of your panel is 1680x1050. So you shouldn't be experiencing any issues with running 1280x720. If anything you should be having issues with running 1920x1080. Needless to say it's a bit confusing to address without any pictures.

NerdyStripper its not my graphics card because it does the same thing with other devices such as my ps3.

graphics driver isn't your graphics card, its how your monitor is scaled

I know i said that i forgot to add that it is does the same thing on all of the devices that use the monitor, so trying what you told me to do on windows would of maybe only solved it on my pc. which would'nt be good.

did you ever think you have a display that isn't 1080p and cant evenly down to 720p which like 1080p can. and that might be your problem, did you honestly even google this before posting?
