i think it is a bug because when you do sony vegas 9 (my dad does) it turns it off it is because of the sony vegas 9 is a later version get sony vegas 8 and it should work better
It's a confliction between Vista and the nVidia drivers. I had it until a few days ago.
Google is your friend on this one. There's an optional driver update that you can download somewhere to fix this EXACT problem, I downloaded it and it went away. Sorry I can't link it.

As I said I can't link it, but after my half-brother's PC picked up on the problem the update showed up in the 'Windows Update' thing. Next time it happens, turn the PC off/on, then upon arriving at the desktop it will prompt you to send an error report. I suggest doing so. Then it SHOULD show you a new optional update for your drivers, then problem solved. No need to downgrade/upgrade.
Windows 7 is an incredible operating system, it will find/update drivers for damn near everything. You won't have to go to 64bit, since you only have 3gb of RAM, and a 1.9GHz Dual-Core (I believe that's what the TK-57s where), it'd be a waste of time to put 64bit on it, in my honest opinion.
You're perfectly fine with going to Win7 32bit, you can do a direct upgrade from Vista (Although I recommend a fresh install and I'm sure everyone would back me up on that).
Win7 is much more snappy than XP, plus you get all their amazing drivers and utilities.
