Heres two options that usually work to enable all of the things you listed
First Option(if this doesnt work see option two)- Open up your "Registry Editor"(regedit) by ether typing Registry Editor on your search bar in your start button, or going to start, run, regedit.
now find this in there, but before going to tha, click on Computer/My Computer(its right above HKEY_CURRENT_USER) hit file, export, and save it to your desktop

There should be things that say..
DisableCMD and a few more things in there...
Just delete everything but the one that says (Default), restart your pc and it should work.
Second Option- Alright for this option you will need to download something, but it worked for me.

Alright now right click on the program, and click run as administrator, itll open up. Now if you tried the first option and your regedit also said disabled by administrator, then click enable regedit and go back to first option. If your regedit is enabled and you completed all the steps in the first option then just do this
Click enable for all the things that were disabled.. restart your pc and it should work now
Restart 2-3 times and if everything is working you can delete that registry back up you put on your desktop, that was just in case your registry screwed up so you wouldn't have to reformat.
