Well on windows 7 there is a parental control feature for the internet under control panel.... If I recall it asks what website you would like to block... But if that does not work. Then go to ( if using internet explorer ) tools, internet options and then click the security tab.. click the restricted button and then add youtube and whatever site you do not wish for him to go to, to that list.. then click apply. Also on the same window you can go to content tab and click parental controls and it will take you to the parental controls option!

Also your router can be configured to block access to the internet or certain sites.. depending upon your brand of router..
