I have ran a virus scan, Rootkit scan ETC and nothing gets found. I have no clue how to fix this. Also be for this happen that account hacked into my webcam and was sending me messages like they were alerts but it was talking to me. Like "good luck getting this virus off your computer" and shit like that.

Your being denied access into your files. What folder is it in that might be a part of it as some folders by default don't let you make changes. Also any more info you can give

im trying to remove and add files to Cygin into the bin folder but it wont let

Change Ownership Permissions for the folder.

how do i do that?
