What virus is it? If it's the one I'm thinking of, your PC could be saved.

what OS are you on?
what brand is the pc?
u say no startup from disc but what about USB or Floppy?

when you boot the pc, press f11 or whatever key leads to "system recovery" and you should be good to go from there
