What even is cheat engine?

Anyone give a brief description?

Cheat Engine is a program that scans and can edit the values of certain memory addresses to hopefully give you an advantage, such as increasing health or money or score. I would not recommend it for usage in online games, as many of those games deploy anti-cheat measures that ban offenders.
