I used it before and it worked perfectly. Not the E-Trade one or what ever but there was another one where you would have to register using A Canadian Account and it would work.

I used the E-Trade method before but after about a month, I got Limited and my account was never returned to me but I never lost any Money. So No E-Trade Methods please, I need a better way of doing this so I can continue to receive money and Buy online without any Trouble/Problem.

If you can get ahold of one of your parents checks for lunch money at school or something, you can get the info from their bank account on that and add that to your PayPal account to get it verified and lift the spending limit on your account.
