Skype to Skype is free.

You have to pay in order to call someone's phone, but just doing skype to skype calling/video chat is free. There is also Ventrilo, Mumble, and Teamspeak, but you have to either buy a server, or use someone else's.

Well, the definition of "VoIP" is "Voice over Internet Protocal". You probably should have asked for a way to call someones phone for free. As far as I know, you can't do that. You get 1 free call on skype, but then you would have to pay for credits. I would recommend it, because they have very cheap domestic/international calling. Sorry :/
