I cant turn it back on as it just stays on a windows 7 background for hours with nothing to click, thats not my background btw. When i tried to get it to safe mode, after running those files it reboots by itself so it goes back to the begining. So i was wondering if there might be another way to start my computer without the safe mode.

You can try "Repair Your Computer" or "Last Known Good Configuration Advance) and see how your computer turns back on from windows 7 background. (Is it a windows logo loading or a windows log on background?)

Will that delete all my stuff from the PC?

you need to restore to a old system configuration and restore to that point as stated above if this doesnt work then you messed with the boot files or something to prevent it from loading 100%

Open safe mode with CMD prompt and type rstrui.exe then hit enter. This will do a system restore if this still does not fix you problem then as others have said do a fresh install.
