If you don't know someone you shouldn't add them also Skype has a block function if you wish to permanently delete someone. by the sound of things this guy is a complete stranger to you and you probably shouldn't add people you don't know. it allows people to gain access to your IP address and other things which is why many people try to avoid Skype completely
