I don't think it's a bulling tactic since this is realistically the first time they've done something like this. The only thing I can think of that was close to this was being able to upgrade windows XP and 7 to 8 for $40 for a limited time.
The way I see it, if someone didn't know about it chances are they probably weren't interested in it to begin with. With that said they made it pretty clear on any machine that qualifies that its up to you if you want the upgrade with that program asking if you want to reserve it.
