Well i haven't encountered this issue, first you have to download 1 file from the store, don't worry the game will ask you to, then you'll get a cercle bar progress, the highest one, if it does not get to end then maybe there's something wrong with your connection.

i know it does that then once it gets to the part transfering game data it completes then resets back to zero and it just keeps doing that

At least your's finished and restarted, mine gets to 89% and flips back lol

On topic, has anybody figured out a way to maybe force it to download regardless?

mine did that when i set my console ID to all 0's so i restarted PS3 let console ID be download pack then once in game set to all 0's
