Have you tried ProDG and/or IDA Pro? Visual Studio and the PS3 SDK are also useful for modding. Some other tools you should have are an EBOOT decrypt/encrypt tool, NetCheat is helpful at times, and a FTP client. I also use an engineering calculator and a pad of paper for notes.
What tools did you use that you didn't like? Both ProDG and IDA have SDKs so you can modify them to your liking.
