Tevez is the better all round choice. He has Pace, Strength, Shooting abilities and Freekick/penaltie abilities aswell as the work rate.

Where as torres just really has the pace and the shooting abilities.

Just played a few games with Torres, he is a ****ing god, unbelievable finishing from anywhere remotely near the box, just too good!
