You'll never get a 5 star skiller team for 40k... one 5 star skiller goes for 20-30k easy (Thats if your on about silver) Gold... no way.

Cant you make a gold brazillian team with that? Carlos Eduardo and lucas are skillers and they dont cost very much i dont think and robihnio is about 8k

Try a premier league team.
Most guys are cheap and there are a lot of players over there.
Liga BBVA and Serie A are a bit more expensive
