Once you get your beta key, you must register it on your Ubisoft account.

2) Create a new Ubisoft account or log into your existing account.
3) After your account is created (or you’re logged in) you will be prompted to enter the code I send you.
4) When your code has been successfully validated, you’re done. When the Beta is ready, instructions will be emailed to you at the address associated with your Ubisoft account.

These codes are technically region free. It just depends which Assassins Creed Site you redeem it on (US, UK, AUS, etc.).
