A license dictates whether if you're on onshore [US] hosting and won't be sued for illegal/nulled scripts of vBulletin.

Minimum Value: $100 est.

Best bet is go on eBay, I've done it before.

Perfect question. Ask the seller to provide screenshots/proof of that vBulletin license with the registered eMail and the actual eMail inbox to confirm and match.
