Let's say you have a google account. It got locked/frozen for some reason, and you need to activate it via either Calling or SMS. And let's say your phone number has been used too many times (happens to me all the time) you can buy this man's service and he'll give you a number to put in, and when he receives the verification code, he'll tell you that.
