Does it come with controllers and cables or is it just the console? Also what about HDD? And what about the paypal fees? Will you pay them or do we have to?

it comes with everything plus the headset batteries and cables,hdd included, and the controller is included. I have no need for the xbox related wires controllers and what not
if u send as a gift i dont think fees exist but if u dont want to ill pay the expenses.
