No, I can buy a € PSN card, as far as I know everything works for UK since I'm from the Netherlands..
You do have to make a dutch account though, but everything in our store is BLES.

Not that I'm aware of, the account has to be of a country that uses EURO though..
But if you look the content you want to buy up on your own account, then go to the other account and type in the name, it should be okay..
Because the names are the same, just description is different
