Honestly, only reason why people buy these accounts is because they buy it cheaper from the seller and they have that much in store. They think they can use the $ to buy stuff like DLCs or Games but they dont know if the account was ever used by another guy, and most importantly that Sony may ban it anytime due to what you said above. Yes correct also whether they used credit card or not they can still be banned with exploitation & fraud.
95% its all leaked/stolen credit card information in a list ready to be used.

If you've bought these accounts already and have purchased anything using these accounts you are at risk of a console ban for credit fraud that is taken very seriously by Sony.
You may have noticed most of the sellers don't even know the method of how the $150 was in the account that is because they have purchased these accounts else where and maybe wishing to make a little more income here. If you've purchased these accounts I suggest you look at the transaction details and compare it with other accounts that are selling $150 in wallet for cheap.
