Not really. They still receive the messages, but notifications don't appear.

If they have PSN App, it'll spam that too on their phone.

Also forgot to mention. Their is an option to only receive messages from friends. So they could easily just stop the message floods.

It doesn't only stop the flood, it stops all messages from everyone except your friend which is stupid IMO.
