Well, I'm not trying to be sarcastic or anything as I've never used it, but there are the red and white L/R Inputs that are for audio so I'm assuming yes.

He wants to record glitches so I think it's like a cap card possibly or some kind of vidio recorder

Well if that is it, then make sure it set up in both places your computer and your TV, also check your audio and video cords on Computer and TV that might be the problem why your not getting any sound.
