He has been sagging his pants and shorts lately, and he's in eighth grade and a little white boy. and our family is middle to upper class. he even sags his pajamas like he's trying to impress a girl or something even though he's at home like 24/7. anyways my mom and I were trying to decide how to punish him for it, mainly because he isn't black and he looks stupid as hell and we need to stop him. Any suggestions?

1. No one said that rap is solely for blacks, the only thing said about the music itself is that the OP thinks the rap that his brother is listening to sucks. His brother is clearly trying to emulate "gangstas." The only problem the OP has with his brother is that he looks like a ****ing moron with his pants around his ankles (cut to an old guy singing "Pants on the Ground" at American Idol).

2. If his brother loses sense of who he is (i.e. gets caught up in the personality he is imitating "Gangsta life") it could get him into some real trouble with fights, grades, respect, etc. I'd say there is ample reason to tell his brother to stop. In fact, I think the looking like a moron part, in and of itself is a great reason.

3. Once again, no one ever said anything was wrong with black people. But it is important to make sure that his brother maintains a sense of reality, so as not to get caught up in his own ruse.

Lol, my science teacher (ex-marine) saw some kid that wore his pants real low in his class, so he picked him up by the belt loops and yelled at him "Pull your damn pants up!" He's by far my favorite teacher.

Regardless of how little meaning an action or series of actions may carry, the impact of them can be quite severe. A "Phase" like this can easily destroy your grades and reputation. It can also get you mixed up with the wrong kind of people (Don't try a racism trip on me, I know more dangerous white people than I know dangerous black people), and get you into drugs, gangs, and other types of violence. While it may not be particularly common, it is possible for a "phase" like this to ruin someone's life.

And it's kinda funny how you just sort of forget about your previous claims of racism.
